By the way, the colors of this layout vary from browser to browser. It shows up much darker than it should in Firefox, but perfect in IE.

These skins are good, but you're missing vital features and making all the text areas too large, you need to be fitting in much more to be able to make this a functional skin, all of those at that.
Also the #3 in the first post, the brushes would make it hard to create with that background, unless you made the brushes a part of the header/footer as a separate image on top of the background, which would increase loading times.
Take a look on deviantART, see what's there, use them, or the phpBB Style Demo, as a way of helping you get the right features in. You'd make something, look at that and realise how much you've missed from the index, voice of experience :P
