probably 6/10, maybe 7/10. The line obstructs the text too much. Also, the effects above and below the text are good, but the color choice needs to be a bit more soothing, imo. Also, you've cropped the image so that the text begins and ends right on the edge. A little more space there would be better.

I like the sig a little better, but the color choice and line still bother me. As for the line, maybe you could try fading it a bit in the center?
