I would really love to answer that question, but unfortunately, I don't know. I've never used PSPx2 for longer than 10 minutes to really compare the two. But think about this: if GIMP is such a strong contender to Photoshop (better than PSPx2, in my opinion), then...?

I think it's pretty great for a free image maker, better than GIMP.

Paint.net has had a recent update. It's an amazing program now and well worth considering over GIMP.

Simple, intuitive, and innovative user interface
Every feature and user interface element was designed to be immediately intuitive and quickly learnable without assistance. In order to handle multiple images easily, Paint.NET uses a tabbed document interface. The tabs display a live thumbnail of the image instead of a text description. Layers
