That's better, here's what you should work on*:
Focal. Are we supposed to look at the dude, or the sharpened blue/blackish area?
Text. It's a bit far from the focal, and distracting. Font isn't the best at all.
Blurring. Don't blur randomly, blur parts that aren't supposed to be focused on, like the blue area. (also, sharpen the dude there)
Colors. Self-explanatory, really. Like, what the hell?

It has decent flow, but smudging and blurring is whack. It's better than your previous ones, though. You'll be good in no time (a few months, perhaps?)

Gah, noisy. Make the lines teal, and drop the brightness on everything except the lines and circle/biohazard patterns by about 30-40 points.

Also don't talk in weird colors, it's hard for people on other stylesheets. Speaking from more experience than you'll ever have, here.
