It's the reflection that gives it away for me, I recognize the use of clone stamp combined with gradient tool in Photoshop.
It's pretty good work though, and the reflected image of gates is not just a copy of the existing one. I should guess that they got it elsewhere in this speech.
It is hard to present any doctored image as real these days.
edit: - oh and we've all been to picjoke.com before
Haaha - one time in college we copied one of the cards you need to get into cafeteria (that you normally pay for) and doctored it up so that the lady would accept it.
A bunch of people got free dinner all semester - never got caught.
