I'm creating this just for people who have been stuck on a certain level for AGES, and seriously need help on it

Yes. Just post any levels where you need help. Someone will give tips on how to do it, and maybe can post a demo.

But this could be for anyone who needs it. not just demos but hints and helpful tips, etc. I guess. And for requests? I think?

What is the point in you creating a thread for other people to come and ask for help in? Why not just leave it up to those people that need help to make their own threads?

I guess just for organization. Also so other people who are stuck/are having trouble on the same episodes can find info there... If you want, then go ahead and lock this. But I guess it's not really up to me.

It's best left for members to create their own threads. Any threads that already offer any help are generally ignored by newer members (mostly because they don't notice), so it's much more efficient that people just link them instead.
