I make music as a hobby; mostly house/techno/drum n bass type stuff. I was wondering if anyone knows any good packs I can get, or maybe good places to get them?

Make your own! There are so many free drum machine programs. Perhaps mostly easily is Audiotool which lets you simulate the Roland TR-808 and the Roland TR-909 right in your browser through Flash. If you want to get a little most involved, maybe check out a tracker or Reason.

It's not so much the loops themselves, but the instruments within them. At the moment my collection of drums, snares and hats can only be described as 'insubstantial'.

Only catch with that site is that you have to make a donation to get the highest-demand samples. The curator probably does deserve a donation, but on the other hand it shouldn't take much searching to find another source for those. Also, it's more fun to use less-common sounds anyway. That said, if you're doing electronic music and you don't have any 808 or 909, that's a situation you ought to rectify.
