I want to make a flash icon. How? xD
I mean where do I get flash? and is it learn-able?

Adobe Flash Professional CS4
You better be ready to fork over $700. Also, everything is learn-able. I mean,
everything. You don't learn, Flash, but you learn how to use the program and create things using a code called Actionscript.
You can make an icon in imaging programs, or anything that has the ability to save in .ico

animating with flash is easy. get an educational or old version of flash or something to save on money. You can export to an animated gif and I guess from there you could use software to make an animated icon, but I rarely see the things and can't really see why you'd want one. I use iconfactory for static icons.

If you're currently a K-12 or uni student or faculty member, you qualify for some nice discounts. I usually use
JourneyEd to purchase things with academic discounts. Everything is listed at it's discounted price, and the first time you place an order you'll have to provide proof of academic status. This could be a scanned transcript, letter of academic status (from a principal or dean), or student body ID. Some companies (I think JourneyEd has this option) will accept simply having an email address at a .edu (or your country's equivalent) domain.
