It's not rare to see free web hosting providers offering huge amounts of bandwidth/month: 300 GB, 1 TB, or even unlimited.
Yet, when you move from free (or low-price) hosting to a VPS, bandwidth numbers drop significantly: HostMySite offers 50 GB/mo starting and 150 GB max.
Why the discrepancy?

No evidence, just my thoughts:

People tend to see "Free Web Hosting" and sign up immediately, then they never develop their site, since they have no financial investment. This allows the hosting service to share this allocated bandwidth to the few clients whose sites are actually being visited. Conversely, if you've paid for a hosting service, chances are that you will use it, since you know that you're paying for it each month. The same idea probably applies for the storage space too. If you looked at the the proportion of web space/bandwidth used per customer to the web space/bandwidth promised to each customer for both paid hosting service and free ones, I bet it would be a lot higher for the paid services. That's not to say that the free hosting service are lying, they're just giving the bandwidth not used by the dormant accounts to the active ones.

Web hosts (particularly of the free kind) restrict processor usage and hard disc usage of clients. They fully expect users that are actually hosting much content to hit those two limitations before they start using enough bandwidth to compromise systems.

Additionally, free web hosts offer a generally crappy service. If they think you're using too much bandwidth, they'll just cancel your account. Since you're not paying them anything, there's no contract, and thus they have no obligation to hold up their advertised terms.
