Problem or glitch with Windows taskbar W7

I have some kind of problem with the taskbar and when it comes to programs how they are stacked on each other.
So the problem is that when I have a program open and press another one down at the taskbar it won´t open without me pressing the minimize to taskbar button in the upper right corner.! Any clues + here is a picture if I was not clear enough!

It´s not "my fucking language" I don´t speak Finnish. I never have and I never will. I speak Swedish that about 6% of the people in Finland do!

Oh yeah I´m sorry I´m not a douche bag, inside the Media Player Classic you press View then u go down until you come to On Top and you select Never. And you are done!
