wouldn't it be cool, if we all each took the BEST map that we made, and put it all into a mappack.

Great idea in concept, but here's the kicker: who picks the best maps? Is it the authors themselves, the players, or someone else?

srry i didn't explain too well, what i mean, is that you choose one previously submited map that you think is your best work and put it in the map pack

My best map? Pah, yeah right. No, really, but I have several. And that's not even to mention progression, movement, atmosphere, and toning. This isn't the best way to make a great pack. In other words I don't think it's a practical idea.
