Dead Pixels - A Ghost Story in 2D

Looking for coders, artists, and animators for a 2D gaming project. Either full on team members, or just advice on where to start. I'm at the concept stage currently, scripting the story, designing the characters, and imagining the gameplay mechanics.
Here are some examples of the art:

These are the very first designs for the game. I want retain the 8-bit aesthetic but with slick animation and design.
I'm contimplating a pixelated cell-shading, or a similar technique (think a simplified Viewtiful Joe, perhaps), to give the simple sprites some depth.
I also want to add a tonne of situational animations to really make the characters appear alive. So, for example, being burned by fire or falling on spikes will produce two very different damage animations.
I'm also contemplating a Paper Mario design, but while that would work immediately, I'd rather not be so derivative.
Ideas and suggestions welcome.

ARTISTS: I'd like some concept art for further characters or the development of existing. Any medium is fine for the concept stuff, I'll translate it to pixels myself (unless you fancy giving it a go).
I'm using a combination of MS paint and this nifty app: http://www.humanbalance.net/gale/us/
Feel free to dig in however you want for now. I'll send out specific tasks/requests once I get a feel for the thing.
PROGRAMMERS: I'd like some suggestions for which language to use. This is the part I'm most clueless about, so I'll be doing some research, but I'll mostly be relying on you guys to guide me.
Do you need to know anything specific about the game before you choose a language?
IDEAS PEOPLE: Once posted, feel free to pick apart/build upon any of my gameplay and story ideas. In depth critiques where possible please.
