I want a .swf file for this game

the school gave us chromebooks. the school has so much proxys and blockers i cant play a flash game in my free time. so i want to create one .swf file that i can run locally. i also want it to be a little older nv2 because the newest one needs a higher version of flash than chrome os can provide. i tried multiple tools but couldnt get it to work
