Thought I'd reply with something helpful and probable, seeing as no one else has actually come up with much along those lines.
Maybe it's simply a forum error? One of the Admins probably added a new moderator, and for some reason the forum's gone and doubled everyone. I'm fairly sure if you try and enter a user's name twice it will tell you that they're already a moderator, so it is hightly unlikely that it's intentional (unless someone actually went to the effort of modifying the PHP code).
