Very strange, not like it mattered at the moment since my resources are still limited but how I was I gonna reply to the "48" topic if there was no "Post Reply" button?
Similarly, there is no "New Topic" button for me inside a thread or for when I go into the forum itself.
Weeeeeeeeeeeird

Hermes skin, so naturally in response to your question, I checked to see if any differences existed with the other 3 skins and this was not so.
Skin has nothing to do with this.

I have no idea, but if you need the button,
here's the link for writing that reply.
Actually, on every topic you can replace "viewtopic.php?" with "posting.php?mode=reply&" to write a reply.
Edit: look at the page's bottom, it normally says this:
You can post new topics in this forum
You can reply to topics in this forum
You can edit your posts in this forum
You can delete your posts in this forum
You can post attachments in this forum

I don't have any of those things and it specifically says I cannot reply in that forum... I'm about to just PM a mod or two.

Good idea. I'd PM an admin and just enquire.

Yeah, I have this same problem. I can post in any other forum, but for some reason, I can't reply or make a thread in Community Projects.
