"Congratulations! Your account is now enabled for uploads longer than 15 minutes. Click the Upload button below to select a video."

Everyone who has a Youtube account. Click the upload button and see if you get this message. Most likely guessing it happens to anyone who has submitted 10 videos or more.

What will you do with that newfound ability? Like unless we have to worry about TOS and privacy or something.

Yup, got the same message, though I was still under the impression that I wasn't able to upload anything longer than ten minutes so I guess it's a nice surprise. However, I really won't need it until I start making my own films.

I recall seeing a 570 minute long YouTube video. I'm not sure if there is a limit, per se. Just a recommendation. I'm not entirely sure though.

There's no time limit. The only limit that exists is the 2GB file size limit. And you don't "unlock" this by any means; if you have no copyright strikes on your account, you can upload videos of unlimited length. (If you do have strikes, I think the limit is still 15:30.)
