I think the standard system is the one in which Kasparov is about a 2900. On a side note, I've never understood why chess is supposedly applicable to war, either. I've heard it said that famous generals were good at chess, and boggles me because I can't see how it's a skill that would translate.
They figured that Chess required general logical and abstract thinking that also helps in war. I can understand why famous generals would be good at Chess, but only because things like Tetris and Stratego didn't exist or weren't readily playable by those types.
