Well, my connection is limited to 12GB of traffic, so I sometimes turn on Opera Turbo that downloads less, which causes random logging out of some sites (no proxies). Maybe that's the problem, but I don't get my nominations even when I turn it off. But it's not that big issue, I guess. I know what I've nominated, if I fill the form again, it'll probably count as a change.

That's how it's always been, I can't imagine any logical reason to change that.

Nah, webcomics can be nominated if they were active in 2009. They don't need to have been created this year.
