I explored my User Control Panel with no luck.

It's in Board Preferences.

It's called board style.

and who do you get new skins? everything is all very complicated for me in the UCP

User control panel > Board preferences > Edit global settings > My board style > hermes or m9orange
There are hopefully some more to come soon. I don't see how people can't find this though...

I tried Hermes, but I didn't really like it so I reverted back to default.

It'd be great if someone like Chase or Incluye could get their skins available.

Yeah they are being worked on at the moment I think.
I'm using hermes because I really don't like the other one. I don't think it should be too long until the other styles are all coded and ready to go. Or maybe this is just wishful thinking.

I should have one done "soon", whenever that is.

With the skins, can you have a custom one which only you have?

I don't think so. You can only alter the skin coding in the ACP.

Umm, what's the ACP? That's the first time I have heard anyone mention it before ;}

Admin Control Panel, rather than User Control Panel.
