It's probably just some odd random glitch that has never been explained. It has happened a few times before, and you also get it with thwumps, like in Ben_Schultz_11's run on 40-3.
Achievements:

Completed N and NReality.
106 N v1.4 highscores.
I used to maintain 1000 NReality Level Top20 Highscores - Ranked 0th
Former Owner of Episode 169, way back when.
I've taken 10 Metanet 0ths. 6 of them lasted <2 days. I don't have any of them anymore. >:(
Third Place in BLUR 4 highscore.
Not highscoring anymore until v2.

This has happened to me often I tried to build a map around it once but couldn't get it consistent

Yeah, you have to jump off the bounceblock like 1 frame before you hit it. Its happened to me a couple of times.
