The thing that went down on NUMA didn't happen because people post too many maps. It happened because one guy posted 1800 maps per second. I don't care if people most 100 maps a week (which your system wouldn't allow), or even 100 maps a day. When they post 100 maps a minutes, they're not submitting maps anymore. They're breaking a website.
This has nothing to do with mapping, the NUMA community's posting of too many maps, or what have you. It has to do with a website vulnerability. Patching the website to prevent an automated map spammer is the solution. The solution is not to penalize every map maker with new rules because one dude exploited the website and that made some people angry.
Also, the NUMA administrators can administed bans and the like. Contact me, LV, Skyline, or the other guy (atob?) for that sort of thing. When we get a moderator base that's large and powerful enough, the moderators need to be moderated and it's a big hassle. I don't think people have been too out-of-hand for the several admins to manage those issues.

There are many people who come and submit 10 or more maps in a matter of minutes who are not automated map spammers but don't understand the rules. There needs to be a system in place to prevent these people from essentially spamming NUMA as well.
I'll agree to your 10 maps a day. That doesn't mean we should allow someone to be able to submit 10 maps in a matter of a couple minutes. This is where the token-bucket system comes into place, blue_tetris. The point of the system suggested is to prevent people from submitting x > 2 maps in a row, but allowing them to submit x < y maps in a day.
