The very most important thing to me (besides fun maps) is diversity in maps. If I'm playing a map pack and encounter three or four maps that look and play in a fashion really similar to each other, I will most likely stop playing immediately.

I look for the same kinda stuff you look for in any other kind of entertainment: something that pulls you in from the beginning, keeps you interested throughout, and leaves you with a strong finish. The easiest way to do that is, as r_t said, to make good maps.
