A problem with Google's suggestions

This is actually an older problem, but it has never minded me much, so I haven't posted it until now.
I can't make my Google suggestions option working. On my other computer with connection, this option works perfectly fine. In the Search settings menu the most bottom option is Results Window, no suggestions at all.
When I open the English or any other Google, this option is on the bottom. I also tried cleaning Google's cookies and history, but I wasn't very successful.
Any suggestions?

I know it should be enabled by default and easily enabled/disabled in those settings, but it's neither default in my Google nor the option exists in the settings.
