okay, let me get this straight.

We make a map.
We send it to someone else in MOA to playtest and maybe get an AGD if they can
We send the map to one of the people in the first post with an AGD
They judge the map and send it back to you with a yes or no
If yes, you keep it in your files somehwere safe. If no, you edit it or scrap it

Am i right?

yes, except for sending the map to a judge. you send the map to chaostar, klankaos, or myself, and whoever receives it sends it out to all judges, keeps track of the judging results, and saves the accepted maps.
