The encrypted text will either be groups of five capital letters beginning with "ZZZZZ", a series of valid hexadecimal characters (0-9, a-f) between "?HX?" and "?H", or a series of any sort of characters between "?b64" and "?64b".
Other crap:
If 102938 is actually 0x102938, it doesn't become anything meaningful when changed to decimal or octal. Neither does 0x0A102938 or 0xEA102938.
However, 102938 in hex is 0x1921a, which might be valuable information.

When you have a secret it is fun to hint at it. This is what Tsukatu has been doing the whole time. He started the witch hunt for the person that was misleading everybody. A witch hunt though is usually seen as a crazy idea, and was not taken with much seriousness.
